Future of Culture, Community, and Commerce in Klungkung
Phase III of the Bali Cultural Center Area (PKB)

As Bali accelerates the strategic development of its eastern corridor, Santi Capital is proud to hold a significant landholding in Klungkung Regency—positioned at the heart of one of Indonesia’s most ambitious cultural and economic revitalisation projects: Phase III of the Bali Cultural Center Area (PKB).
This masterplanned initiative—backed by Provincial Regulation and aligned with the Bali RPJMD 2018–2023—seeks to protect and advance Balinese culture while catalyzing sustainable regional development. The PKB project is not only a cultural commitment, but also a bold infrastructural investment that will reshape Bali’s future.
Strategic Alignment with Regional Growth
Santi Capital recognises the multiplier effect that the PKB Area is set to deliver. Located downstream of Tukad Unda and built upon dormant land impacted by the Mount Agung eruption of 1963, the area is being reborn as a hub for integrated development—spanning education, performance, commerce, and tourism. With enhanced connectivity via the national road and port networks, and proposals for rail integration, the region is expected to emerge as a marine tourism and creative economy hub.
Our landholding is ideally situated to support this vision, and Santi Capital is currently evaluating proposals across residential, health, hospitality, and cultural programming that will not only generate economic return but also align with the values and legacy of Balinese identity.
A Long-Term Commitment to Smart, Sustainable Growth
The Bali Cultural Center Area is set to include:
Preservation and advancement of Balinese Culture
Art performance venues, MICE infrastructure, and exhibition halls
Central Business District (CBD), ferry port, and marina
Transit-oriented and environmentally sustainable precincts
Residential and health-based infrastructure
Creative economy initiatives and cultural education programs
Santi Capital’s development ethos aligns with the Governor’s directive for a Green Sustainable Development and Smart Integrated Development—focusing on infrastructure that respects the environment, strengthens cultural heritage, and delivers inclusive growth.
Unlocking the Potential of Eastern Bali
With this development, Klungkung is no longer seen as a dormant corridor, but as a gateway of opportunity. As the region reclaims its historic role as the cultural epicentre of Bali, Santi Capital is committed to supporting long-term placemaking efforts that combine innovation, cultural preservation, and scalable investment.
We look forward to collaborating with regional authorities, infrastructure partners, and cultural institutions to ensure the transformation of Klungkung is impactful, respectful, and generational.
Santi Capital holds significant land within the Klungkung region and maintains a strong, long-term interest in supporting its transformation into a leading cultural and economic destination. Our commitment extends beyond land ownership—we are actively exploring opportunities to develop residential, hospitality, health, and culturally-aligned infrastructure that complements the vision of the Bali Cultural Center Area. As the region evolves into a national hub for creativity, tourism, and sustainable development, Santi Capital is dedicated to contributing meaningfully to Bali’s future—preserving heritage while enabling inclusive, investment-ready growth.
